Areas of Practice
Melinda (“Mindy”) L. Mannlein was born and raised in Decatur, Illinois. She received her B.A. in Economics from Illinois Wesleyan University, cum laude. She earned her J.D. from the George Washington University Law School and worked briefly at a lobbying firm in Washington, DC, before returning home to Central Illinois.
Prior to joining HRBK, Mindy served for over eleven years as an Assistant State’s Attorney for Peoria County. Mindy started in the civil division of the State’s Attorney’s Office, where she provided legal counsel to the County’s elected officials and their employees, specifically in the areas of planning and zoning, animal control, transportation, education, mental health commitments, liquor licenses, Public Aid appeals, the Open Meetings Act, and the Freedom of Information Act. She also successfully defended the County in civil litigation, including alleged constitutional and civil rights violations, administrative and legislative review of county decisions, and personal injury claims. For her last five years at the State’s Attorney’s Office, Mindy moved to the criminal division, where she prosecuted petty, misdemeanor, and felony cases, with her main concentration being DUIs.
Mindy’s career has provided her the opportunity to try many bench trials and jury trials, as well as to practice in both state and federal courts. She has argued numerous times in the U.S. District Court for the Central District of Illinois and the Third District of the Illinois Appellate Court.
Mindy is married and has two children.
